What 8 States are Without Lotteries and Why?
Despite the fact that lotteries provide a great source of government revenue for state programs, especially education, and a great amount of fun, there are 8 states that currently do not have state lotteries. The states that currently do not have lotteries are: Alabama, Alaska, Arkansas, Hawaii, Mississippi, Nevada, Utah and Wyoming. It is evident why most of these states continue to resist implementing a state lottery. For example, in Alabama, Mississippi and Utah, there is considerable religious opposition to all gambling. In Nevada, the casino industry opposes the lottery because of the competition it would create. Both Alaska and Hawaii are isolated from other states and therefore need not worry about losing money to nearby states. Lottery supporters in all eight of these states remain hopeful that a state lottery will eventually be put into place. If this happens, these 8 states could not only create their own exciting lotteries, but also participate in multi-state games such as Powerball and Mega Millions.
Alabama
In 1999, a constitutional amendment to allow a State Lottery was defeated in the state of Alabama. Approximately 54% of voters opposed the lottery referendum while 46%, supported it. Alaska

Arkansas
There is much talk in Arkansas about instating a state lottery. In fact, on April 13th, 2008 Lt. Gov. Bill Halter announced that enough signatures had been collected to put a lottery proposal on the Nov. 4 ballot. The state lottery proposal in Arkansas is described as the Arkansas Scholarship Lottery. The proceeds of the lottery would be used to fund scholarships and grants to citizens of Arkansas who are enrolled in public and private nonprofit colleges and universities located within the State. In 1996 and 2000, Arkansas voters rejected state lotteries whose proposals also included provisions for casinos. It seems the Arkansas citizens will get another chance to vote on an Arkansas state lottery at the end of this year.
Hawaii
Hawaii also does not have a state lottery. Like Alaska, there has been little talk lately in Hawaii about instating a state lottery. There are few arguments for or against a state lottery in Hawaii. Politicians' main argument against a state lottery centers around the idea that it is unnecessary and is not needed for the education system to thrive.

Last night I was watching a tv documentary on lottery winners over the last 6 years or so.
It was a great insight into the way ordinary people handled winning large sums of mo-ney.
Almost all of them experienced total euphoria, lack of sleep, paranoia and crazy thoughts in the day or two before they could cash in their ticket.
There was a lot of happy screaming too.
(Winners tend to scream a lot as they try and comprehend their vastly changed lives ahead).
Let's imagine what would happen if you were in this position - if you won on Saturday...
First, the numbers appear out of the barrel on the tv screen and you start to check them off your ticket. As the last couple of numbers appear - and match - you suddenly realize you're about to become very, very wealthy.
Then you begin screaming, waving your arms, and start jumping round the room.
Your partner does the same.
You ring your family. They don't believe you, but come round anyway to see what's going on.
After a while you ring the free lottery number line for confirmation.

First, the numbers appear out of the barrel on the tv screen and you start to check them off your ticket. As the last couple of numbers appear - and match - you suddenly realize you're about to become very, very wealthy.
Then you begin screaming, waving your arms, and start jumping round the room.
Your partner does the same.
You ring your family. They don't believe you, but come round anyway to see what's going on.
After a while you ring the free lottery number line for confirmation.
If you're like one of the happy couples in the documentary, you ring it 20 or 30 times, one call after the other, just to make sure your numbers are correct.

How I Achieve My Goals
It's the simplest thing in the world.
Take a piece of paper and a pen.
Write down the wildest dream of wealth you've ever had.
Is it living in a massive mansion? Driving a fleet of European limousines?
Powering a giant cigarette boat through the smooth waters of the Caribbean?
Or helping your family out of difficulty? Donating to your local church to get them a new building? Saving a third world village from poverty by giving them water?
Or all of these?
On your piece of paper, write down exactly what you want in emotional words.
Feel your goals in your imagination.
Review them daily.
I can tell you from delightful experience that your mind will bring you every one of the items you put on that sheet.
First, I'm going to share one of my goals with you, using my special system that works without fail.
I have 'sensible goals' that I achieve on a regular basis. For example, I give a lot of mo-ney away to good causes.
But this goal today is for me. And it is slightly crazy because it seems out of reach right now.
As you know from my newsletters over the years, I'm a car guy. Thanks to lotto I own a nice selection of 4 high-end cars, including a glossy black sports car, a Mercedes SL600 - the v12 bi-turbo version, in the new shape.
It's the most desirable vehicle I've ever wanted. But we car guys are never satisfied.
(If you're not a car guy reading this, substitute your own item in place of mine).
Now I want to add another to my stable... the Mercedes SLR, a milllion-dollar supercar.
And as I did with my other cars, here's how I will achieve it.
First, I write my goal down. A long description, detailing everything I want it to be.
Then I put reminders of the SLR everywhere.
- I have a picture of it as a screensaver on each of my 5 computer screens.
- I have a scale model of it sitting on my desk.
- I found some pictures of the SLR at a motor show I attended in England 4 years back (that's when the dream began), and placed them in an separate file to look at daily.
- On the net I found an owner who appears to be less wealthy than me, yet owns one. (That's important because it makes the goal appear achievable by seeing that others in a 'worse' position can do it).
Then I make the SLR as real as possible using all the senses of sight and sound.
I found a lot of YouTube videos on this beast... of it racing, being admired, or simply moving around exotic city streets.
Those videos helped make it real. I heard the sound of my goal, the deep burble of the powerful V8, the whine of the supercharger, the clunk of the scissor doors as they closed.
Are you starting to understand how a goal is set?
Not by wishing fruitlessly - as we all do when we want a large sum of mo-ney. That's like wishing for the Powerball jackpot each week.
But through real, tangible, as-if-it-were-already-mine kind of way.
Now, notice 2 things about this goal setting that I haven't told you about...
1. There is no deadline.
2. There is no dollar amount.
That's intentional.
Because it's a weird fact of life about goal setting.
If you challenge the mind in a moderate way, it will respond.
But if your goals seem too big, then the mind starts to react, to withdraw. "Oh no," your subconscious mind says to you: "You can't possibly afford this."
"You are not worthy of such a dream. It simply won't work for you. You are too short/fat/messy/poor/undisciplined."
The mind will tell you these negative things both when the date is set in concrete, and the price is established.
That's because it is being challenged with reality when the goal should still be a dream.
Your mind reacts like this because it knows, deep down inside, you haven't yet got to the stage when you think you can achieve your goals.
So it's important NOT to put a date or price on your dream.
You need adjustment time.
Give it enough time, and the mind works out the "how" automatically for you.
That time extension gives the mind free-range to establish its own boundaries.
So I haven't put a date on my SLR.
I know - like my other cars, it will come to me in good time so that I can enjoy it.
And likewise I haven't put a price on it either. Because while I could pay a milllion bucks for one, they are also available for as little as US$200,000.
So I'm leaving it open. The car and price will both come to me at the right time.
I've followed these guidelines for practically everything I've owned.
And it is infallible.
In fact, one of the biggest problems I face is that I've run out of goals. I have achieved everything I ever wanted. But more on how I overcome that in later newsletters.
But the craziest thing of all about goal setting seems to be the least effectual to most people... that of writing your goal down.
Just a few scribbles on a sheet of paper, you say. How can that help me?
Strange but true, the act of writing is a commitment. It confirms your goal. And for that reason, the reality of your goal makes your mind work on it.
Notice I'm not talking about winning lotto.
Because winning lotto is sometimes a byproduct of your goals.
Set your goals first, and they will then be achieved for you in different ways.
It may be through lotto.
-But it could also be someone leaving you money in a will.
-It could also be a great once in a lifetime deal that you are able to grab.
-It could even be having a greater desire to achieve your goal that keeps you playing lotto each week when you'd normally give up.
Whatever form your goal comes in, leave the solution to work its own way out for you.
Try it.
It works like crazy.
One more thing...
Should you keep your goals to yourself? Or tell everyone?
I subscribe to the second idea... the more people who know what you want, the faster you'll get it. Like networking, or team play, shared and open goals are always achieved quicker than secret ones.

The Lottery Moving Target Cure
Know why other systems don't work?
And why mine does?
It's to do with what I call the Moving Target Theory.
Most other systems tell you that number selections have a 'history.' They say it means that numbers will behave in a rational way.
For example, toss a coin, and after a certain number of throws, heads and tails will fall equally.
So at some point in the hundreds of coin tosses, you will be able to step in and make a prediction on the next fall.
And maybe you will. Can't be that hard with only two options... heads or tails, can it?
But the confusion starts when you add more coins. Then it becomes almost impossible to estimate when all these coins land... heads up, or tails up.
It's a moving target.
Just like lotto. All the winning numbers WILL appear in a certain sequence in time. But you don't know when that is.
I call it the Moving Target Theory.
No-one has ever be able to predict when any set of numbers fall into a sequence.
Let me prove it to you with a simple example...
Has ANY 6 ball lottery game in the world ever come up with the jackpot winning numbers of 1, 2, 3, 4, 5, 6?
Nope, they haven't.
So this makes any predictions difficult. And it's the reason why no other systems work.
Where does this leave my 19 year-old system then?
For a start, I NEVER say my system predicts the winning numbers. It's patently untrue as you've just read.
What my system does is remove the numbers unlikely to win, leaving a small selection that you choose from. Just like grabbing a moving target.
My system is easy, but you still have wait out the time for your choices to match the numbers remaining.
And that, my friend, is the hard part.
But don't get disillusioned. Winning is consistent enough to keep you enthusiastic.
Fact is, I win 99 times out of every 100 games. Since I know I'm going to win, all I wait for is the amount.
Could be $10 milllion, or $100,000.00 like many of our Silver Lotto System winners.

Why I Have 2 Wardrobes
Something different for you...
I used to have a great body.
Nothing showy, just well proportioned.
But since I'm getting on in years, it's looking a little, um, relaxed.
Let's say I don't turn any heads any longer. (Maybe I do turn heads still - but AWAY from me!)
But hey - I can still see my feet if I bend over.
Anyway, I'm special... because I have the luxury of possessing 2 wardrobes.
One for my fat clothes. One for my thin clothes.
It's due to my love of snacking. My we-ight goes up and down like a yoyo, and so I have to buy two pairs of everything to fit me at different times of the year.
Sound familiar? It gets expensive.
So around this time I start to think about getting some we-ight off my great, great body.

My Neighbor Crashed--And Then...
My next-door neighbor is a middle-aged motorcycling fanatic. He's been riding for over 30 years now, and owns an Italian-built Ducati.
At least he did until the crash.
He crashed it through a moment of inattention while taking a corner.
Everyone who viewed the wreckage was amazed that he managed to walk away. There were bits and pieces of his expensive cycle strewn all over the road. He managed to escape with just a bruise or two and a pulled shoulder. Very lucky man.
In fact, so lucky, that when someone suggested he go out and buy a lotto ticket, he bought five of them.
A lot of people do this.
I guess it's a natural reaction.
But it doesn't do an ounce of good. That's because the action is based on superstition. There is no way that your odds will improve simply because you had a narrow escape. It may feel reassuring to celebrate your success, but there is no proof that it will change anything.
It's vitally important to look at playing lotto with some intelligence. Forget luck... it only plays a small part. And superstition plays no part of all.

What's Your Attitude To Money
My wife gets annoyed at me talking about money constantly.
A couple of months ago she blew her top at me. "All you seem to talk about is money, money, money!" she exclaimed in a rare moment of annoyance.
I retired quickly to think about what she had said. Sometimes other people have a better idea of you than you.
She was right, of course. I live and breathe its acquisition, and inevitably that comes out in my speech and actions.
A while back I had read an insight into some idiosyncrasies of the rich, and one of their traits was to constantly talk and think about money. It was an important part of their daily structure.
So I wasn't alone. But was it a good thing?
Obviously for the sake of our 35 years of marriage, I need to tone down a bit if it annoyed her so much.
And that brought me to our attitudes about money. She doesn't care for it much. Her world consists of giving unselfishly to others through volunteer work. My job is to support her as best I can - which I do happily.
We are both very different. But it's a neat circle of convenience... customer and supplier!
Money means different things at different times to different people. For some it might mean security, for others a power show. Some might use debt to punish themselves. Others use debt to grow... for example, they see a heavy mortgage as an enforced savings plan. Others might see the mortgage as an onerous commitment.
My own view is that money becomes its own security for me. I am happiest when I have a lot in the bank. When Silver Lotto System sales are good, I'm happy. When sales drop, it affects my whole being.
While my cash flow rises and falls quite considerably, I'm not short of money opportunities. My Lexus dealer offered me $45,000 in lease arrangements a while back. I have several hundred thousand dollars available as a loan against the mortgage if I want it.
But that is all different from having cash on hand... even though cash in the bank is not a sensible financial position. More about that in this post.

3 Daily Steps To Winning Lotto
Who said winning had to be hard work!
Here's how to win lotto in 3 easy steps.
1. Set a goal for your intended winnings. It might be $55 million, the current prize for this Saturday's Powerball.
2. Write it down, in detail, as if you have already just won it. Like this: "I have won Saturday's Powerball of $55 Million dollars, and will now spend it on (now list all the things you want, in as much detail as you like)."
3. Write your goal statement daily, without fail. Do it in a diary, in longhand. This part is the most important because of the way these wishes work on your subconscious. Most people know it takes 21 days to a month of daily effort to change a habit. When you write a goal down it reinforces your brain's attitude to the goal. You are keeping your goal in the forefront of your mind until it resides there permanently.
